Priscilla Haingo Plat is an accomplished professional with expertise in diaspora diplomacy, international development, and peacebuilding. She combines multidisciplinary knowledge and practical experience to drive impactful initiatives across the African diaspora and the continent. With a background in designing, implementing, and monitoring projects in electoral assistance, regional security, diaspora civic engagement, and higher education, she leverages a blend of field experience, innovative thinking, and cross-cultural insights to guarantee impact.
Priscilla holds a Master of Arts in Diplomacy and International Relations from Seton Hall University, where she specialized in global negotiation and conflict management. Her master’s thesis focused on the role of diaspora diplomacy in advancing peace processes in sub-Saharan Africa. This and her lived and professional experience reward her with a deep understanding of the African diaspora’s role in development and peacebuilding. She also holds a Bachelor’s Degree in Foreign Languages, Literature, and Civilizations from Paris X University, focusing on English and Spanish—which equips her with the linguistic and cross-cultural skills necessary for her work as the Diaspora Lead of ANeCS.
Professionally, Priscilla has worked with notable international organisations, including the United Nations Peacebuilding Fund (PBF), where she managed data and produced analytical reports for projects in West and Central Africa. At the United Nations Development Programme (UNDP), she led governance and peacebuilding projects in the Democratic Republic of the Congo, focusing on electoral assistance and diaspora civic engagement. Priscilla has also contributed to high-level events and negotiations as a Political Trainee at the European Union Delegation to the United Nations.
Her experience extends to collaborative projects with the Geneva Centre for Security Policy and the Africa-America Institute, where she engaged in research, program development, and capacity-building activities. Her diverse roles have honed her skills in program management, applied research, monitoring and evaluation, and cross-cultural communication.
As the Diaspora Lead for ANeCS, Priscilla leverages her multilingual proficiency (French, English, Spanish, and Malagasy) and her experience in strategic foresight to empower diaspora communities, amplify their voices, and facilitate their engagement in reshaping narratives around African security. Her leadership reflects a commitment to harnessing the strength and influence of the African diaspora to drive sustainable and people-centred security solutions.
Priscilla is from Madagascar and also volunteers as a mentor in the “Mentoring Peace” Program of the Centre for Alternative Politics & Security West Africa, the parent organisation of ANeCS.
